DECwindows and Keyboard Language Selection?

The Question is:

 
How to setup a LK462 swiss-german QWERTZ keyboard dialect to be used during the
 DECwindows login (user/password) screen ?
 
The DECwindows welcome login screen always defaults to US-English keyboard.
 However, after login to a system/user account, the DECwindows DECterm
 application uses correctly the QWERTZ keyboard (as per the DECW keyboard setup
 for QWERTZ keyboard in the DEC
windows Session Manager options).
 
My LK462 swiss-german QWERTZ keyboard is correctly setup and working in the SRM
 console environment.

  Please contact the support center directly, as details on the DECwindows
  version and configuration will be of interest.
 
  Also see DECW$DEFAULT_KEYBOARD_MAP in DECW$PRIVATE_SERVER_SETUP.*, as
