The Question is:

 
I looking for a front end menu access to a particular set of applications,
 command procedures and individual DCL commands.
  In addition, sub-menus can be created, whole menus can be linked together.

The Answer is :

 
  The OpenVMS FAQ and the Software Catalog provide listings of
  available packages, as well as pointers to Freeware and other
