Seeking Software Connectivity Recommentations?

The Question is:

 
We are looking for some tools/software to create user interface that can talk
 to Vsystem that runs on a VAX machine and Interbase database that runs on Sun
 Solaris.  The Vsystem will be connected to ControlLogix.  What do you
 recommand us to use?  Thanks.

  your HP reseller for assistance with configuring OpenVMS for this
  requirement -- far more detail on the third-party software and on
