What does DECevent DIAGNOSE Not Installed Mean?

The Question is:

 
I am running decevent and I am getting an error asgiven below:

What is causing this? Any help is appreciated.

  Please verify that DECevent (DIAGNOSE) is installed on the system.
  If DECevent is properly installed on the system, please contact
  the support center directly for assistance.  If you are unsure of
  how to install DECevent, please see the DECevent documentation.
