Tracking and Auditing Access, Usage?

The Question is:

 
I have been asked to gather accounting information that will show what users
 are accessing three different Datatrieve dictionaries and procedures.  Is
 there a way to gather this information with the ACCOUNTING tool on VMS?

The Answer is :

 
  Use OpenVMS system security auditing, having established ACLs with
