Hi,  Is there a place on the web I can download the C RTL
C RTL (Compaq C V6.5-001)?

The Answer is :

 
  OpenVMS ships with the C run-time library, and occasionally updates
  it and/or other language-specific RTLs via applicable ECO kits, with
  the most usual updates being either the UPDATE or the ACRTL ECO kits.
 
  For pointers to the most current ECO kits, please see the ECO (patch)
  pointers available in the OpenVMS FAQ -- you will want to apply all of
  the mandatory ECO kits for OpenVMS, including any mandatory UPDATE or
  ACRTL kits for your particular version of OpenVMS, and the appropriate
  and applicable non-mandatory ECO kits that might address the specific
  problem(s) you are directly encountering.
 
  There is no generally-accessable (open) FTP server that offers
  downloads of the C compiler, other layered products, or OpenVMS.
