SMTP (mail) Symbiont Error?

The Question is:

 
TCPIP V5.3 ECO 2
I'm receiving an ACCVIO when starting the queue, this worked previously before
 ECO1 and ECO2.
 
Reason Mask=04, Virt Addr=50A000
PC=FFFFFFFF80830098 PS=1B
When I had logging on,
smtp$symb condh entered with condition code
 
I hoped that putting on the latest ECO would fix the problem, but it's still
 here.  What else can I do?  Where else can I look to fix this problem.  Mail
 only has to go out on this system, and can't.

The Answer is :

 
  You reference an existing problem with SMTP processing and that the ECO
  does not fix the problem -- as such, the OpenVMS Wizard would encourage
  you to consider applying the mandatory OpenVMS ECO kits and contacting
