why is TCL/TK not on the OpenVMS Freeware CD?
 
 

The Answer is :

 
  Because no one submitted it to the OpenVMS Freeware CD, despite the
  various calls for any and all submissions and submission pointers.
  If you would like to submit a port of this or another package, please
