Using FTP and Ping for Connectivity Checks?

The Question is:

 
On March 5, 2003, somebody had asked the question "how do I increase the ftp
 timeout", and the you replied, "The OpenVMS Wizard would typically use ping
 here..."
 
Can you give me an example of how to do this, since I am not sure how to
 increase the timeout using ping.

The Answer is :

 
  The question was one of design philosophy -- the user requested a
  faster timeout for FTP when the host was not available, and the
  answer -- back in Ask The Wizard topic (8488), as topics move and
  date-based references are comparatively difficult to locate --
  suggested that the ping tool be used for a connectivity check.
  Not as a way to adjust the FTP timeout.
