FTP Download For OpenVMS, LP Kits?

The Question is:

 
I4m a member of a DECUS (through Mortagar); I bought the CDs (again, through
 Mortagar), but they are taking a lot of time to arrive. I4d like to know (I
 have the hobbist license) if I can download the OpenVMS OS(all or some cds)
 from some site on Internet
....

  Please contact the Hobbyist folks for information on the shipping status.
 
  The OpenVMS Wizard is not aware of any authorized and unrestricted-access
