BASEstar Startup Error?

The Question is:

 
I have not been able to successfully configure my VMS system to handle
changes to the BASEstar parameter BCC$DMGT_DATA_SECTION_SIZE.
What combination of SYSGEN parameters need to be modified?  I have modified
 GBLPAGES, GBLSECTIONS and GBLPAGFIL but my changes have not helped.
How do I determine what values to set for them?
Here are the details.
 
 OpenVMS AXP V7.2-1
 BASEstar Classic V3.4 for VMS

  After checking the BASEstar documentation for system parameter
  and process quota setting recommendations, please contact the
  support center -- nothing in what has been posted points directly
  to the global pages and global sections parameters.
