Seeking support connectivity? (relay)

The Question is:

 
I've been trying to access http://relay.support.compaq.com:9004 the last couple
 of days and I keep getting an Error 403:
unable to connect to server.  Is there a network problem or something that is
 keeping me from getting connected??  Thanks!
 
 


The Answer is :

 
  It would appear a transient problem, or one involving the network
  connectivity from your site; a host or firewall between the client
  and the WIS Web Information and Support website (inclusive).
