telnetsym and printer forms?

The Question is:

We are using TCP/IP Services (v5.3) (OpenVMS 7.3-1) to print to an HP LaserJet
 4200tn using TELNETSYM.  We get a leading page with a superscript '2' and a
 checkmark when calling up any form other than the default.  From the TCP/IP
 Mgt Guide, there is a re
ference to the bytes prepended to the output stream as "FF,FD,00,FF,FB,00".  I
 have determined that the superscript 2 is "FD" and the checkmark is "FB".  The
 doc mentions defining TCPIP$TELNETSYM_RAW_TCP to remove these bytes, but does
 not describe WHAT t
o define it to.  Doing a $DEFINE/SYS/EXEC TCPIP$TELNETSYM_RAW_TCP 1 did not
 seem to have the desired effect.  What else is required here?

  features and capabilities than direct telnet- or lpr/lpd-based
  printer access in use here -- please see the DCPS documentation.
  (DCPS is licensed with OpenVMS, though separately installed.)
