Resolving License PAK Problems?

The Question is:

 
I haven't entered all of the licenses and when I get to the Login screen it
 complains that the LMF is not set correctly. How can I re-boot to a console
 window instead of the login screen. I've tried to set the SYSTEM_WINDOW to 0
 but the STARTUP procedure
changes it to 1 and I end up again to the login screen. HELP!

The Answer is :

 
  Follow the conversional bootstrap sequence listed in the FAQ, in
  the section "Resolving License PAK Problems?".  The section
  specifically covers the DECwindows-related steps.  Details on
  the WINDOW_SYSTEM parameter processing are also in the FAQ,
