I got the following error trying to install vms722_acrtl using 'product
install' utility:

I did have pcsi$source defined at the time.
The Answer is :
It would initially appear that you do not have one or both of the
prerequisite ECO kits installed.
Kit Dependencies:
The following remedial kit(s) must be installed BEFORE
installation of this kit:
o VMS722_PCSI-V0100
o VMS722_UPDATE-V0100
