Whats the problem?

This is an attempt to start a server process, and apparently
one that has already been started.
Which process is referenced, if any?
Which TCP/IP Version? (If not current, please upgrade.)
Which TCP/IP ECO? (If not current, please install.)
Does anything interesting get logged in accounting? (The
accounting or auditing data can be useful in tracking down
which process(es) are involved, if the information is not
available to you in the OPCOM displays.)
