OpenVMS supports at most one IP stack at a time. (If running two
stacks, how would the network layer route the incoming IP traffic
to the particular component of the particular IP stack, and to
which application when a server is available in each IP stack?
Which IP stack would be responsible for the C API? How would an
application or a programmer select a particular IP stack? This
is a level of coordination between IP stacks that is not available
on OpenVMS, and not a feature that the OpenVMS Wizard is familiar
with on any platform.)
