OpenVMS VAX V5 and DECevent?

The Question is:

 
I am trying to download DECEVENT utility to run on my system. I Have looked at
 the decevent web site and have downloaded the diav034 files. Is this all that
 i need and how can i install it.
 
Is this done under vmsinstal?  or some other means. All i need is the basic
 command line decevent utility, do i need a license pak for this?

The Answer is :

 
  Your OpenVMS VAX version is sufficiently ancient that ANALYZE/ERROR
  should suffice for your needs.  ANALYZE/ERROR is part of OpenVMS VAX.
