SMTP, MAIL, MIME, and Languages?

The Question is:

 
Using OpenVMS (UCX) SMTP; what does one have to do to send email in english and
 french?
 

The Answer is :

 
  SMTP is a transport protocol, and can transport text of most any
  language.
 
  If you wish to discuss MIME encoding of the MAIL message, that
  will involves the higher-level software MAIL client.  For some
  general details on MIME itself, please see the OpenVMS MIME
  utility.  (The OpenVMS MAIL utility itself does not offer MIME
