Seeking Latest Timezone Rules, DST Details?

The Question is:

 
We configured a timezone rule using net$configure advanced and using the menu
 options chose the timezone for Egypt.  The sys$timezone_rule logical is then
 defined as "EET-2EEST-3,M4.4.5/00,M9.4.5/00".  The date is fine, but the time
 is set to midnight...
for both the going forward and going back?!  Is this correct?
