The Question is:

 
Is the STARS utility available for public use?  I am refering to the
 utility/program itself, not the database that's used in the CSC.  We wish to
 create our own database with it.

The Answer is :

 
 
  The OpenVMS Wizard would tend to use one of the available search engines
  for OpenVMS or other platforms -- such as HT://dig --  and not an HP
  internal application package such as STARS.  That said, you have reached
  the OpenVMS Wizard and not an HP Custom Sales Representative.
