Unspecified IMAP4 folder creation problem?

The Question is:

 
Is it possible to make a mail folder on Alpha using Outlook Express and IMAP4
 protocol?

  You could have simply tried the creation?
 
  As the OpenVMS Wizard would have assumed this was possible and would
  have further assumed that you have already tried the creation and
  have yet further assumed you have received unspecified failure(s) --
  or you would not have posed the question -- details of the failure
  and of the run-time environment (versions and ECOs, commands, etc)
