Privileges for FTP Use?

The Question is:

 
What privileges or settings are needed to allow users to use ftp.
 
 

The Answer is :

 
  Standard privileges.  TMPMBX and NETMBX.
 
  If you wish to restrict access to the network and specifically
  to the FTP capabilities, that is another and entirely different
  discussion.  (There are ways to do that, of course.)
