Securing Per-User Access to IP? (FTP)

The Question is:

 
Hello, we have a very large plattform using differents version of tru64 and
 openvms with ucx. My question is what i need to do to disable the vms/ucx ftp
 connections for certains users (not hosts or networks) like unix file
 ftpusers???
