Adjust TCP Connection Timeout?

The Question is:

 
How do I change the timeout for ftp?
That is, how do I shorten the timeout when
the target node doesn't exist?
 

The Answer is :

 
  The OpenVMS Wizard would typically use ping here, rather than
  adjusting the system-wide TCP connection timers just for the
