PC/DOS/Windows/Microsoft/FAT Floppy Disks?

The Question is:

 
We have a VAX version of the utility PCDISK for
reading from and writing to floppy disks in DOS format. Where can we get hold
 of an Alpha version of this utility that will run under VMS 6.2 or VMS 7.1 (or
 preferably under both)?
