VOTS write failure?

The Question is:

 
I am attempting to download an executable file across an ethernet link from an
 Alpha platform to a target card.  The system identifies the target ethernet
 card and connnects to the target however, I then get the following error:
 
VOTS write failure, status: 172
 
Can you advise as to what this means?

The Answer is :

 
  Please contact the support center directly, as details on the network
  connection, on the target hardware, on the network configuration, and
  on the DECnet-Plus and X.25 software versions and ECO level(s) will
