FTP_NETERR, REJECT errors? (take II)

The Question is:

 
i have a pb with ftp.when i want to connect to this machine ,i have a message:
%UCX-E-FTP_NETERR, I/O error on network device
-SYSTEM-F-REJECT, connect to network object rejected.
 
my version ucx 4.2 .the service ftp is enable.
i install the eco patch for this version but the pb still here.

The Answer is :

 
  There was apparently an error when the FTP client attempted to connect
  to the OpenVMS network drivers.  Please see topic (5917), as a start.
  Then -- in the potentially likely event taht the connection problem
  persists -- please contact the support center, as additional details
