Troubleshooting Unspecified SMTP Errors?

The Question is:

 
I recently setup the SMTP service for Mail. The Generic Server queue start and
 messages get processed then sit pending. The SMPT server queue will not start
 and gets an access violation error from the queue manager. Did I miss something?

  details of the OpenVMS version, the IP configuration, the IP product
