programs DNS$ADVER, DTSS$SERVER and Backup abort with code %x10000004 since
 upgrade from 7.1 to 7.2-2
 
 

The Answer is :

 
  Assuming the system has been AUTOGENd and process quotas are set
  appropriately -- for BACKUP, please see the quota recommendations
  in the system management manual -- additional details on the errors,
  on the hardware, and on the system configuration will be needed.
 
  Please apply the available mandatory ECO kits for OpenVMS and for
  DECnet-Plus and then -- if the problem persists -- please contact
  the customer support center directly.  Details on the current local
  system configuration will be required, as well as other information
