Using MIME to Send MAIL Attachments?

The Question is:

 
How can I send an email from the alpha, using VMS mail, through SMTP, so that
 the email appears as an attachment on the receiving end...I have tried MIME,
 but can't get it to work....

The Answer is :

 
  You will need to review the current TCP/IP Services for information
  on Send From File (SFF), as well as the OpenVMS MIME documentation.
 
  Please ensure that you have the current ECO kit for MIME for V7.3,
  and please also ensure you have TCP/IP Services V5.3 (or later, as
  available) with the current ECO.
