Privileged access for non-priv user? (OPCOM)

The Question is:

 
Is there a way to see the OPCOM messages with out the OPER priv.
 


The Answer is :

 
  Not without having been explicitly or implicitly granted the access
  by a sufficiently privileged user, of course.  Options for granting
  the access can include a local and installed privileged image, by
  explicitly enabling another terminal as an operator from a process
  that is running with OPER privilege, or by non-default protections
  on the operator log.  There are certainly other approaches for
  granting privileges or privileged access to non-privileged users,
  and there are examples of various techniques available.
