ODBC and third-party database performance?

The Question is:

 
Trying to connect to a sql server database, can i use an odbc driver? or is
 third party software involved. Would like to send either sql commands or a dat
 file to server to update archive database, currently using Oracle RDB which is
 running to slow.

  OpenVMS V7.3 and later include licenses for the Attunity On Platform
  ODBC and JDBC support, please see the OpenVMS Website for details.
 
  For assistance with Oracle Rdb performance, please contact Oracle.
