The Answer is :

 
  Please check for and apply ECO kits or product upgrades as available
  (and as licensed), and -- failing thus approach -- please contact the
  third-party support organization directly for assistance.
 
  This error could be the actual error, or this could be a spurious
  message resulting from another (and unrelated) problem.  In either
  case, there is little that can be (easily) done without access to
  the application code and details of the error.  Please expect to
  be asked for a reproducer and for other supporting information.
