Would I be able to use an 8000 Alpha cluster license on a Alpha 2100 server for
 testing?

  Only if your software license agreement permits this -- many
  of these licensing agreements do not permit this use.
 
  Please contact your reseller or HP sales representative for
  assistance in determining the details of the environment
  necessary for your current business requirements, and for
  assistance in acquiring any necessary and appropriate
