Tracking telnet active sessions?

The Question is:

 
Can you please tell me what accounts for the number of active sessions in
 TELNET. It can't just be interactive logins because we currently only have 12
 logins (as returned by SET LOGINS) yet our telnet session limit of 70 is being
 exceeded.
 
Are there any other reasons why our telnet session limit would get exceeded?
 

The Answer is :

 
  This would appear to be a bug within telnet.  Please consider an
  upgrade to a more current release -- as of this writing, TCP/IP
  Services V5.3 is the current product release.  If you are unable
  to upgrade to a more current release (or if the upgrade does not
