The Answer is :

 
  Please consider using the on-line help (HELP SET DEVICE /SPOOL)
  or the OpenVMS DCL documentation (via the OpenVMS website).
  As is the typical case with OpenVMS, DCL uses [NO] to negate;
  SET DEVICE/NOSPOOL to negate.
