HP OpenVMS Product Information webpages for T4.

Older copies of the T4 software are available on the OpenVMS Freeware.
T4 is suite of performance-related monitoring, tracking and display
tools for use with OpenVMS.
At least as of this writing, T4 is not considered to be supported.
Please see the T4 webpage for any changes to the support status, and
for other related details. For an unsupported version of T4 that may
be more readily available, please look for the self-extracting archive
file that is available latent within the SYS$ETC: directory on OpenVMS
V7.3-2 and later.
