The Question is:
1. Is it possible to change timestamp settings for a file (created, revised)
and how? I am especially interested if it is possible to write a short batch
which changes one file's (or all files') revised time to be the same as
created time.
2. I am trying to download OpenVMS documentation
(http://www.openvms.compaq.com:8000/) for over a month - unsuccesfully.

Please review the OpenVMS FAQ for pointers to tools associated with
the UNIX "touch" command -- you can search for "touch", "revision",
"time" or related in the FAQ to find some suggestions.
Topics related to reading and writing portions of the file header
and particularly reading or writing the creation, revision, BACKUP,
and expiration dates include topics such as (2113), (3223), (3966),
(4910), (6290), (7077), (7173), and likely a few others.
Other date-related topics include (1233), (2315), (2943), (3009),
(5313), (6559), (7499), and likely others.
Date sorting and DIRECTORY listing topics peripherally related to
this discussion are topics (3464), (3966), (4399), and (7290).
As for the (unspecified) download errors, you can purchase the OpenVMS
documentation, or acquire (legal) copies (if local copies are authorized
by your license) of the materials through your local university site or
from the Compaq sales channels.
