TCP/IP Services gethostname() call?

The Question is:

 
Does DECC rtl socket routine GetHostName return local host name?  My call made
 on machine gortb returns hostname gorta.xxx.yyy.  This works fine on gorta
 (decc development) but not on gortb.  The SCSNODE on gortb is GORTB.

The Answer is :

 
  This call returns the IP host name.  Please ensure you have the current
  (mandatory) ECO kits for OpenVMS and for TCP/IP Services loaded, and
  please further ensure that the IP host and network configuration in
