It seems to me that if the LANCP program creates the permanent database file
from scratch, as it is doing, then the format must necessarily be correct.
What gives?

Thank you for the problem report.
To resolve the immediate problem, please use LANCP to CONVERT the
DEVICE and NODE database files to the current format.
Please also consider an upgrade to a more recent OpenVMS version,
as there have been various updates made to LANCP and to other
OpenVMS components.
