Form Names and Device Control Libraries?

The Question is:

 
I have develop a new print form name JSHL-LABEL.  I've put the form into
 sys$library:pcfs_laserjet_devctl.tlb library, this is the same library that
 our printer queue uses.  I've also did a
DEFINE/FORM/MARGIN=(BOTTOM:0)/SETUP=(jshl_test)/NOWRAP/NOTRUNCATE JSHL_TEST
 998.  We stop stop the queue and restart the queue, the as question number
 1020.  Put when I send a file to that queue with form=JSHL-TEST, I get an
 error message saying "psm-e-mo
dnotfnd, library module JSHL-LABEL not found in record 0 lbr-e-keynotfnd, key
 not found.
 
Is there some other file that I need to maintain or am I doing something wrong?
