The Question is:

 
When we Install Oracle RDB 7.1 , three accounts are created , one of them
 RDMSTT71  is created with SYSPRV Privilege. Can you please tell us , is it
 necessary for this account to have SYSPRV privilege, and if so whats the
 reason ?

  If you wish to use OpenVMS auditing to track activity, you can track the
