The Answer is :
You will require the installation and configuration of an IP stack
on the OpenVMS VAX host, and an IP network connection, most likely.
As a start, please see topic (1020) and please see the available
TCP/IP Services for OpenVMS documentation.
Your OpenVMS VAX version is sufficiently old that you must use the
older UCX$ variant of the stack, and not the current TCPIP$ variant.
Accordingly, you will want to consider an upgrade to a more recent
or to the current OpenVMS VAX release.
