VT320 failure prevents VAX bootstrap?

The Question is:

 
We have a VT320 on a Vax 4000-600. After turing the system off/on agin, the
 console halts during its self check (the console's not the CPUs) with the
 "lock light" is  on and the "hold" is blinking twice in rapid succession on
 the keyboard. Can you diagnos
e the error, or tell me where to llocate it? I do not have a manual for the
 terminal.
 
The numerical LED indicator on the 4000-600 stops at the "3" .
 

The Answer is :

 
  Try another serial terminal or another serial conection off another
  host system -- the OpenVMS Wizard is not familiar with terminal
