DECnet circuit fault, synchronization lost?

I want to know if there is any action in order to carry out when for console
 the following message is generated;

Message from user DECNET on GLECP
DECnet event 4.7, circuit down, circuit fault
From node 1.1 (GLECP),  4-SEP-2001 13:28:23.35
Circuit EWA-0, Line synchronization lost
 
since after this touch turn off the system; the version of the Open VMS is 7.1.
 I have Already seen the causes of the problem; but I have not seen actions.

The Answer is :

 
  You have what appears to be a faulty network (wiring fault, repeater
