Telnet Disconnection (alternate port) Slow?

The Question is:

 
We're running DIGITAL TCP/IP Services for OpenVMS Alpha Version V5.0A - ECO 2
 on a AlphaServer 4100  running OpenVMS V7.2-1  (TELNET and FTP services)  and
 experiencing an about 30-second delay on FTP login, while the regular (on port
 23) TELNET  doesnt'
 exhibit such behaviour and works without noticeable problems (TELNET on port
 21 does have the delay).
 
Normally after login  is passed the FTP sessoin flow is normal without
 noticeable delays, but on exit it also takes about 20-30 seconds to close the
 socket.  Which in its turn leads to some sockets stuck in CLOSE_WAIT state.
 
So basically  if you run TELNET hostname/port=21 the  symptoms are like this:

  The OpenVMS Wizard expects a protocol trace will be of interest.
