The Question is:

 
Is it possible to set up auditing for a specific batch queue, to monitor when
 the queue is stopped, started, or has entries deleted?
 

The Answer is :

 
  Via audit and/or alarm ACEs in an ACL associated with the queue (or
  most any other object that permits the attachment of an ACL), yes.
