Outbound COM Object Calls?

The Question is:

 
Is it possible to call a COM object on a Windows NT/INTEL system
from OpenVMS? The SPD for Com Version 1.1 for OpenVMS specifically
says you can call a COM object on VMS from Windows NT. Can I go
the other way?
 
Any help is greatly appreciated.
