The Question is:
Is there a way in VMS mail to either blind CC copies of e-mail to a "system"
user or disable a user from deleting mail messages from their own mail box?
We have users who are not using their VMS mail in a business capacity and are
deleting personal e-mai

The Answer is :
OpenVMS does not offer a mechanism for this purpose -- there is no
non-discretionary copy within MAIL, nor is there a non-discretionary
mechanism to log the contents of all mail traffic. (You would have
to modify the mail transport and mail callable images to provide this,
and there is no supported and no documented means to do this.)
Network monitoring tools and/or features of a firewall would be
two potential options.
